Empirisch untersucht wurde, inwieweit die Entwicklung der 15 größten deutschen Städte nach der Wiedervereinigung durch die lokale Reformpolitik, durch staatliche Rahmenbedingungen und/ oder sozioökonomische Entwicklungen beeinflusst wird. Bewirkt die Städtekonkurrenz eine Aufspaltung in niedergehende, stagnierende oder prosperierende Großstadtregionen? Können die staatlichen Akteure diese Entwicklung steuern? Mit welchen Strategien begegnen die Großstädte in den Politikfeldern der Stadtentwicklung, lokalen Demokratie, Verwaltungsmodernisierung und Arbeitsbeziehungen den Herausforderungen? Trotz eines multipolaren Steuerungsmixes sind in den Großstädten Reformen durch Hegemonialprojekte möglich. Dabei spielt der Oberbürgermeister mit seinen Vorentscheiderstrukturen die entscheidende Rolle. Die Chance der Modernisierungsakteure mit zu bestimmen, hängt von ihren Machtressourcen ab.
