Description

This book provides a comprehensive discussion of the public policy and management issues that are encountered in the regulation of infrastructure and utilities. Drawing from theoretical arguments and several case studies, the book is divided into three parts, namely devising regulation, installing regulation, and making regulation work. The first part covers theories of regulation, regulatory policies, strategies and tools, and regulatory reforms. The second part deals with the politics of regulation and regulatory capacity. The third part discusses regulatory commitment and investments, the performance of regulated industries, and the design of regulatory systems. Case studies pay attention to various sectors (including water, electricity, telecommunications, highways, railways, district heating, and airports) from countries in every region of the world. ; ; Front Matter ....Pages i-ix Infrastructure and Utilities: The Need for Regulation (Alberto Asquer)....Pages 1-15 Front Matter ....Pages 17-17 Theories of Regulation (Alberto Asquer)....Pages 19-33 Regulatory Policies, Strategies, and Tools (Alberto Asquer)....Pages 35-56 Regulatory Reforms (Alberto Asquer)....Pages 57-69 Case Study: The Reform of the Water Sector in Italy in 1994 (Alberto Asquer)....Pages 71-95 Front Matter ....Pages 97-97 The Politics of Regulation (Alberto Asquer)....Pages 99-108 Regulatory Capacity (Alberto Asquer)....Pages 109-122 Case Study: The Reform of the Water Sector in Italy in 1994–2001 (Alberto Asquer)....Pages 123-145 Front Matter ....Pages 147-147 Regulatory Commitment and Investments (Alberto Asquer)....Pages 149-164 The Performance of Regulated Industries (Alberto Asquer)....Pages 165-178 Case Study: The Reform of the Water Sector in Italy in 2001–2011 (Alberto Asquer)....Pages 179-198 Conclusion: The Design of Regulatory Systems (Alberto Asquer)....Pages 199-210 Back Matter ....Pages 211-222
