Integración para la inclusión con desarrollo humano en el Perú

El propósito de este trabajo es doble. Por un lado, presentamos una reflexión teórica sobre inclusión e integración para el desarrollo humano, cuyo propósito es mostrar dos niveles conceptualmente distintos de pertenencia de las personas en su sociedad, que permiten entender y ejercer su libertad de ser y hacer, y el entorno que le es favorable para tal fin. Por otro lado, ponemos a prueba empírica esta teoría, para el caso peruano, para lo cual hemos construido un índice de integración para la inclusión humana (IIIH) que, si es alto, las probabilidades de inclusión social serán mayores, es decir, si una sociedad ha logrado organizar bien las condiciones materiales de vida, habrá condiciones para un desarrollo humano incluyente. In one hand, we discuss theoretically on inclusion and integration for human development. Both are two different concepts, concerning the belonging of persons in its society, in which they can exercise their liberty for being and doing following their own determination. In the other hand, we verify empirically our theory through the construction of an index of integration for human inclusion (IIHI) for the Peruvian case. We test the hypothesis that a higher index (IIHI) will correspond high probabilities of social inclusion. In other words, if a society has fixed material life conditions we will expect an inclusive human development. Keywords: Human Development, Development, integration, inclusion, Peru.
