It was not until liberal legislature was enacted in the late 1860s that national debates were able to take place in Austria-Hungary. German and Czech school associations were constituted and soon became influential actors with close connections to central politics. This study examines the school system debate and compares the activities of associations against the backdrop of democratization and the social question.
