Die Wirtschaftsinformatik beschäftigt sich schon seit mehreren Jahrzehnten mit unterschiedlichen Aspekten der Frage, wie steuerungsrelevante Informationen für Führungskräfte bereitgestellt werden können. Allerdings stehen bislang in erster Linie Führungskräfte im unternehmerischen Umfeld im Fokus der Betrachtung, Verwaltungsmanager wurden kaum berücksichtigt. Petra Wolf kombiniert Erkenntnisse zur Führungsarbeit in Management, Politik und Verwaltung und entwirft ein Instrumentarium zur Informationsbedarfsanalyse im Kommunalmanagement. Sie erarbeitet Bedarfsprofile, die sich am Prozess des kommunalen Issues Management orientieren und den Ausgangspunkt für die Entwicklung eines geeigneten Informationsangebots bilden. Sie zeigt, dass die themenorientierte Strukturierung von Informationen die Grundlage zur Deckung von ad hoc Informationsbedarf bietet, und präsentiert eine entsprechende Strukturierung, die auf dem Topic-Map-Konzept basiert. Abschließend legt sie die Ergebnisse einer Pilotierung in der Stadt Stuttgart vor.
