Policy advice has so far been viewed primarily as part of the exercise of power. This book chooses a knowledge-historical approach and analyzes the work of expert advisors on the basis of the planning for a crusade to reconquer the Holy Land. Using quantitative and qualitative methods, it draws a picture of the processes and rules of political deliberation at the courts of popes and kings in the late Middle Ages.
