Jahrhunderts ist die Frage nach der - gemessenen Politikberatung wieder Thema geworden sowohl in den Sozialwiss- schaften als auch in der breiteren Offentlichkeit (vgl. u.a. publizistisch Grunenberg 2001, Albers/Hollstein 2003, wissenschaftlich Leschke/Pies 2005, Priddat/Theurl 2004, Fisch/Rudloff 2004, Thunert 2004, Jens/Romahn 2002, Kummel 2002, Heinrichs 2002, Renn 1999). Gleichzeitig wird deutlich, dass eine Politikberatung, die sich lediglich auf das Formulieren wissenschaftlicher Fachkenntnisse versteht, in der politischen Praxis zum Scheitern verurteilt ist (dazu u.a. Priddat/Theurl 2004, Thunert 2003, Dagger et al. 2004). Der neue Nachfrageschub nach einer Politikberatung, die nicht nur wiss- schaftliche Erkenntnisse in die Praxis transferieren, sondern gleichzeitig Orientierung vermitteln und politische Handlungsperspektiven aufzeigen soll, hat mehrere Ursachen: Komplexitatszuwachs Neuartige Herausforderungen konfrontieren die Problemlosungsfahigkeit von Staat und Gesellschaft. Der Komplexitatszuwachs der Probleme stellt Anforderungen an die politischen Entscheider und ihre traditionellen Helfer in Administration und Verw- tung, mit denen sie ohne Hilfe von aussen scheinbar kaum zurechtkommen."
