From Preface:I have begun with a study of the Second Duma for it was here that the government inaugurated the domestic policies peculiar to the duma period. I feel, moreover, that the First Duma stands apart from the others as belong- ing to the chaotic, active, period of the Revolution of 1905. For there were in this body practically no pro-gov- ernmental forces, and even the mould of liberal thought was essentially revolutionary. But the First Duma rep- resents the dawn of the Russian parliamentary era, and I hope to give it fuller treatment than it has received here where it is presented as a part of the background for this study, the Revolution of 1905.
