The Law of the Russian Federation Amending the Constitution of the Russian Federation of March 14, 2020 No. 1-FKZ «On improving the regulation of certain aspects of the organization and functioning of public authority» has a special status in the legislative system. This Law serves as a form that fixes amendments to the Russian Constitution, as a basis for making changes to it, and as a legal confirmation that the text of basic law is legitimate. Unlike other similar laws of 2008 and 2014, it reflects the most extensive constitutional changes in Russia since the adoption of the Constitution of the Russian Federation on December 12, 1993. The publication is prepared by the co-chairs of the Working Group on the preparation of proposals for amendments to the Constitution of the Russian Federation, who are directly involved in the design of this Law and its discussions with the scientific community, representatives of civil society institutions, foreign experts and the Chambers of the Russian Parliament and legislative (representative) bodies of the constituent entities.
